Liu Zixian 45f22018d2 Cleanup aarch64 patch

1. Remove modifications on README.
2. Delete ThirdPartyNotice because we use hyperscan directly.
2. Delete src/parser/Parser.cpp, which is a generated file and .gitignore will ignore it.
