d6e572e746 相关bug修复和优化 
1、配置文件选项值相同的时候去重
2、配置项大小写敏感
3、配置了不存在的磁盘时，日志给出相关告警提示
4、一些拼写错误
5、avg_block_io.ini配置文件中，不同section缺失的检验行为不一致
6、avg_block_io.ini配置文件中common.disk和common.stage选项参数解析异常
